发现酒店内有矿泉水被打开后直接给前台打电话，前台说没有任何稍后换一瓶，一晚上没有来换，并且退房时有再次提醒！前台人员说没关系，没有消费任何东西，为何还要扣取费用，三块酒店就能发家致富了吗？
